Funding from FTA is extremely critical to get projects form planning to construction.
The advantage of working with FTA oversight is to keep expenditure and progress of the work monitored regularly, and keep the project TEAM on target.
In case of multiple funding sources applied to a project, it will be much time savings and effort, if the FTA guidelines, and oversight only applies to FTA funded items.
We found that early involvement of the project team and FTA oversight engagement is very helpful.
A training from FTA oversight to a project team at the begging of a project is warranted as the FTA guidelines may be updated and the project team may not be aware of it.
A general do’s and don’ts list on the FTA website will be helpful.
A most frequently asked question/answers posted on the FTA will be helpful, from funding application to construction monitoring.
A general discussion with the project team and oversight of the lesson learned on each project phase will enhance the team overall knowledge moving forward.
Based on the project size, when reporting, such as change orders, could be streamlined to a threshold amount such as >200K could reported, rest can be lumped up. This will be more readable, not clustered (busy).
Most high level reporting should on a graph/pie form, leave the details as needed.
For larger projects, a quarterly reporting is better served, better utilization of the resources.
For, Funding FTA needs to leverage with private funding, not just partnering with city, county or other reginal funding agencies, as it becomes a challenge to program a project.
For a larger project, it will be helpful if FTA oversight attends project progress meetings (Planning, design and construction phases) as to keep updated on going issues/conflicts/challenges.
