This entire thread of questions is a recipe for building America's infrastructure with Chinese iron and steel. Frankly, it is shocking that an administration that touts its support for "Buy America" policies would have leadership at the Department of Transportation even entertaining such questions as it relates to procurement. The San Francisco to Oakland Bay Bridge is a textbook example of what goes wrong when state DOT officials are allowed to segment a project into "phases" whereby federal dollars are only applied to those that do not involve substantial amounts of iron and steel. Segmentation permits a state DOT to allow buying cheap, inferior-quality iron and steel using only state resources. This is an obvious outsourcing loophole, one that Congress clearly opposes since it slammed the door shut on this tactic for highway projects. I urge you to abandon this apparent attempt to undermine our nation’s longstanding Buy America laws. Instead, please work with Congress to strengthen them, as the President promised to do throughout his campaign and since taking office, and as Secretary Chao promised to do in her confirmation hearing.

        The Bay Bridge was taken down and the steel sent to China for recycling... that was a bad idea.
        Certainly using Chinese steel was the a bad idea. Please fix this.

        No loopholes! No federal grants for states using foreign materials on infrastructure projects. Use our tax dollars wisely and reinvest in America. He’ll stimulate our economy. KEEP IT MADE IN AMERICA !!!

        Buying Americsan is extremely important to our economy and we need a strong economy. It is disgusting of the President to hurt us by going against his campaign promises of buying only American! And buying inferior cheap materials makes for a lousy product as well.

        No loopholes for the sake of what's left of American Jobs. Let's recreate steel jobs here in the USA, please! We don't need to give them more of our technologies or anything else! They've taken enough from the American people. Time to take back what was ours, our jobs!

        Outsourcing and privatization only benefit the ruling class not the people in need of services. We've been privatizing everything from schools to government services and so far the evidence indicates there's no improvement in services performed or offered. Throw in the fraud that always seems to happen and there's no good reason to go down this road again.
