U.S. DOT FY 2021 Phase I Pre-Solicitation Q&A



This U.S. DOT Small Business Innovation Research (SBIR) Pre-solicitation Q&A Forum provides small businesses an opportunity to submit clarifying questions on the topics published in the U.S. DOT Fiscal Year (FY) 2021 Phase I Pre-Solicitation. Questions will be answered by the Technical Experts/Topic Authors at the U.S. DOT Operating Administrations during this period. Questions shall be limited to improving the understanding of a particular topic's requirements and should not share proposal ideas nor proprietary information. 

The U.S. DOT’s FY 2021 Pre-Solicitation period is January 5, 2021 through February 2, 2021 at 5:00 pm Eastern Time (ET). Only questions posted within this period will be responded to.

How to Use the SBIR Pre-solicitation Q&A Forum:

  1. Register (optional): Anyone can view questions and answers without an account, but registration is recommended if you wish to post a question and receive a notification when it is responded to.
  2. Search: Browse the existing questions by category to find the topic you are interested in and to see if your question has already been addressed. If you see a question you are also interested in, you can add a vote to the question, or leave a comment. 
  3. Post: If your question has not already been posted, use the “Enter your question” box at the top of the page to enter your question. 
    1. Select the research topic your question is related to from the drop-down menu that appears when you begin typing. 
    2. You may add more detail in the Description box (optional). Do NOT attach any files. The U.S. DOT shall not consider any submitted materials other than questions. 
    3. Enter your email address (optional). 
    4. When finished, select “Post idea.” If you registered, you will be able to track responses to your post. Please include only one question or comment per post to help us keep the forum organized.

Please note, all comments will be public information. Potential offerors shall not include in the question(s) or comment(s) any information that they do not wish to be made public. Telephone inquiries or meeting requests will not be addressed and may be removed. The U.S. DOT shall not respond to requests for advice or guidance on any offeror’s solution to any SBIR topic, and shall not consider any submitted materials other than questions.

  2. Mobile Application needed for 21-FT1?

    Phase II section starts by mentioning "Phase II funding will be directed towards the build of the application, user testing, and submittal
    for approval in the stores available for iPhone, Android, and Blackberry platforms."

    Is this a mistake, or is a mobile application needed for Phase II of 21-FT1? If so, would a web application suffice instead of a mobile application?

  4. Is it correct to assume the packaging should be one that will be reasonably priced to ensure wide use.

    We have a packaging concept in mind that uses thermal materials that have been used on the International Space Station that can prevent cell to cell propagation in a package or battery pack.

  5. Is there a preferred cell or battery pack that the packaging should address.

    In relation to the PHMSA packaging design is there a particular battery size energy density that is preferred? I would think PHMSA would want a package that can contain a wide range of battery sizes and densities so that the package can address the most common batteries transported especially those transported aboard aircraft.

  6. Does the solution seek to solve packaging concerns that are small-format (e.g., ped's), large-format (e.g., xEV packs) or other batteries?

    We are curious about the goal of the project. Does the project seek to solve packaging concerns for small-format (e.g., personal electronic devices), large-format (e.g., xEV packs) or other battery configurations?

  9. Should the packaging solution be part of the cell or are battery boxes/dividers an acceptable solution?

    My question is seeking guidance on the desired location of the fire suppression material/method. Is a barrier at the individual cell preferred over a barrier that may isolate a certain number of cells?

  11. Does the disinfection and sanitization solutions solicited by the FTA (21-FT1 & 21-FT2) necessarily be robotic/ automated?

    The goal is to regularly sanitize and disinfect surface on transit vehicles. Robots regularly cleaning or spraying disinfectants may be a solution that might be effective but there are other solutions which are more cost effective and less labor intensive than robots and address this need effectively. The request for the topic author is to widen the scope of the solicitation so that other such solutions may be considered.

  12. V2X Standard to be Implemented with Topic 21-NH1

    The topic discusses the use of V2X technologies, describing V2X as
    "communication between a vehicle and any entity it may interact with, typically using cellular networks." The topic, however, does not indicate a preferred V2X standard, or suggest any specific receiver equipment (whether they are vehicle or mobile) that could guide implementation. Is there a standard communications format that proposer's should implement? And do there exist target receiver applications, perhaps funded previously by the DoT, that the proposer should integrate with?

  14. Can approach the Readiness Assessment Technology topic from the ability to assess the driver's state using prior driving history?

    According to the National Sleep Foundation, about half of U.S. adult drivers admit to consistently getting behind the wheel while feeling drowsy. About 20% admit to falling asleep behind the wheel at some point in the past year – with more than 40% admitting this has happened at least once in their driving careers.

    These startling figures show how prevalent drowsy driving is. What drivers may not realize is how much drowsy driving puts themselves – and others – at risk. In fact, an estimated 5,000 people died in 2015 in crashes involving drowsy driving, according to a Governors Highway…
