U.S. DOT FY 2021 Phase I Pre-Solicitation Q&A

This U.S. DOT Small Business Innovation Research (SBIR) Pre-solicitation Q&A Forum provides small businesses an opportunity to submit clarifying questions on the topics published in the U.S. DOT Fiscal Year (FY) 2021 Phase I Pre-Solicitation. Questions will be answered by the Technical Experts/Topic Authors at the U.S. DOT Operating Administrations during this period. Questions shall be limited to improving the understanding of a particular topic's requirements and should not share proposal ideas nor proprietary information. 

The U.S. DOT’s FY 2021 Pre-Solicitation period is January 5, 2021 through February 2, 2021 at 5:00 pm Eastern Time (ET). Only questions posted within this period will be responded to.

How to Use the SBIR Pre-solicitation Q&A Forum:

  1. Register (optional): Anyone can view questions and answers without an account, but registration is recommended if you wish to post a question and receive a notification when it is responded to.
  2. Search: Browse the existing questions by category to find the topic you are interested in and to see if your question has already been addressed. If you see a question you are also interested in, you can add a vote to the question, or leave a comment. 
  3. Post: If your question has not already been posted, use the “Enter your question” box at the top of the page to enter your question. 
    1. Select the research topic your question is related to from the drop-down menu that appears when you begin typing. 
    2. You may add more detail in the Description box (optional). Do NOT attach any files. The U.S. DOT shall not consider any submitted materials other than questions. 
    3. Enter your email address (optional). 
    4. When finished, select “Post idea.” If you registered, you will be able to track responses to your post. Please include only one question or comment per post to help us keep the forum organized.

Please note, all comments will be public information. Potential offerors shall not include in the question(s) or comment(s) any information that they do not wish to be made public. Telephone inquiries or meeting requests will not be addressed and may be removed. The U.S. DOT shall not respond to requests for advice or guidance on any offeror’s solution to any SBIR topic, and shall not consider any submitted materials other than questions.

  1. (RE: 21-FM1 Triangles) Does the topic prioritize continuing to use existing triangles under existing regulations?

    Current regulations are human-centric, including triangles that do not require tools to set up and that do not contain any elements other than the triangle and the base itself. There has been activity such as MCSAC Task 17-03 Section II-I that proposes permitting the use of LED road flares. Have there been any developments related to Task 17-03 and how does 21-FM1 prioritize conforming to existing regulations versus accommodating automation-centric constraints?

  2. Does the solution seek to solve packaging concerns that are small-format (e.g., ped's), large-format (e.g., xEV packs) or other batteries?

    We are curious about the goal of the project. Does the project seek to solve packaging concerns for small-format (e.g., personal electronic devices), large-format (e.g., xEV packs) or other battery configurations?

  4. Is there a preferred cell or battery pack that the packaging should address.

    In relation to the PHMSA packaging design is there a particular battery size energy density that is preferred? I would think PHMSA would want a package that can contain a wide range of battery sizes and densities so that the package can address the most common batteries transported especially those transported aboard aircraft.

  5. Mobile Application needed for 21-FT1?

    Phase II section starts by mentioning "Phase II funding will be directed towards the build of the application, user testing, and submittal
    for approval in the stores available for iPhone, Android, and Blackberry platforms."

    Is this a mistake, or is a mobile application needed for Phase II of 21-FT1? If so, would a web application suffice instead of a mobile application?

  10. Is classification of abnormalities important? Are there any relevant prior DOT reports?

    Is the classification of GPS abnormalities of interest to DOT and part of this solicitation? The topic (monitoring for GPS abnormality) is of growing relevance. Are there any relevant prior federal or state DOT public reports you can share?

  12. Multiple questions-21-FH3 AMPT


    1. Is this project strictly limited to propose improvements to specimen securing and deformation measurements for the (i) cyclic uniaxial fatigue test (aka S-VECD test) and (ii) Texas overlay tests in the AMPT? Would another (equivalent) test method be considered for evaluation if it has the potential to be reliable, mechanistic-based, and more practical than the ones above?

    2. Is it required to eliminate epoxy (or other glue) in the newly developed method for rapidly securing test specimens? Or can the new method involve epoxy (or other glue) but in a more efficient and practical setup?

  13. How far from the bus does the illumination need to be?

    Topic description says "to illuminate children in the roadway, particularly when visibility is limited due to low light conditions."

  15. Is obstruction detection an additional requirement to three requirements described in the topic?

    Phase Expected I outcomes state "...The prototype system will be assessed in terms of door-open detection accuracy". Obstruction detection is associated with a different logic and may require a different solution or a more complex solution to simply detecting if the door moved from closed position by 3/8 or did not reach the closed position by 3/8".
