U.S. DOT FY 2022 Phase I Pre-Solicitation Q&A

This U.S. DOT Small Business Innovation Research (SBIR) Pre-solicitation Q&A Forum provides small businesses an opportunity to submit clarifying questions on the topics published in the U.S. DOT Fiscal Year (FY) 2022 Phase I Pre-Solicitation. Questions will be answered by the Technical Experts/Topic Authors at the U.S. DOT Operating Administrations during this period. Questions shall be limited to improving the understanding of a particular topic's requirements and should not share proposal ideas nor proprietary information.
 
The U.S. DOT’s FY 2022 Pre-Solicitation period is January 5, 2022 through February 2, 2022 at 5:00 pm Eastern Time (ET). Only questions posted within this period will be responded to.

How to Use the SBIR Pre-solicitation Q&A Forum:

Register : Anyone can view questions but registration is required if you wish to post a question and receive a notification when it is responded to.

  1. To create a new account or to sign in with an existing account please click on “sign in” located at the top right of the page .
  2. A new pop-up window will open to make a selection, you can use an existing Google or Facebook account to access the site or you might select to create a new account.
  3. If you choose to access UserVoice with an existing Google or Facebook account, you will be required to enter your login credentials for Google or Facebook and agree to terms of service
  4. If you need to create a new account, click "Create an Account" underneath the password box.
  5. In the next screen, type in the email and click "Verify Email".
  6. Navigate to your inbox and click the link within the email to verify. The link will be generated by noreply@trymagic.com.That link will be live for 20 minutes. Once that time elapses, you will have to request another one
  7. Navigate back to UserVoice, and you will need to provide your name, a password, and agree to terms of service and storage permissions. Click "Create Account".
Search: Browse the existing questions by category to find the topic you are interested in and to see if your question has already been addressed. If you see a question you are also interested in, you can add a vote to the question, or leave a comment.

Post: If your question has not already been posted, use the “Enter your idea” box to enter your question.

  1. Select the research topic your question is related to from the drop-down menu that appears when you begin typing.
  2. You may add more detail in the Description box (optional). Do NOT attach any files. The U.S. DOT shall not consider any submitted materials other than questions.
  3. Enter your email address.
  4. When finished, select “Post idea.” If you registered, you will be able to track responses to your post. Please include only one question or comment per post to help us keep the forum organized.
Please note, all comments will be public information. Potential offerors shall not include in the question(s) or comment(s) any information that they do not wish to be made public. Telephone inquiries or meeting requests will not be addressed and may be removed. The U.S. DOT shall not respond to requests for advice or guidance on any offeror’s solution to any SBIR topic and shall not consider any submitted materials other than questions.

  1. Bringing Food to Consumers

    The topic description seems to lean toward getting consumer to food sources. Is there also interest in providing solutions that bring food to the consumers?

  2. Fiber optics only

    The topic cites fiber optics. What about an alternative to fiber optics? Would using another form of wireless communication (e.g. Bluetooth, cellular, GPS, etc.) be allow? What distance is needed to measure between nodes? What cost target and size (or SWaP) per node is the topic looking for?

  3. Food Desert Public Transportation Options

    Can we propose in the solution(s), changes in the existing methods, routes, and equipment for public transportation as part of the technology and operational approach to addressing it?

  4. 20 Percent False Positive

    The draft solicitation states "If the prototype deems successful in logging and classifying dilemma-zone-related trajectory conflicts at less than 20 percent false positive rate..." It would be helpful if a definition could be provided for what constitutes a false positive. For example, is it considered a false positive if an algorithm identifies a trajectory conflict between two vehicles, but the conflict is averted because one of the vehicles turns?

  5. What constitutes an Autonomous Vehicles? and What are detector requirements?

    What constitutes an Autonomous Vehicles?
    1. Truck?
    2. Car?
    3. Van?
    4. Boat?
    5. Ferry?
    6. Ship?
    7. Train car?
    8. Trolley or Subway car?
    9. Helicopter?
    10. Large Airplane?
    11. Small Airplane?
    12.. Lightweight Drone?
    13. Heavyweight Drone?
    14. Dirigible (lighter than air - blimp)?

    And for each detector what are:
    1. Required maximum scan time?
    2. Maximum weight?
    3. Maximum size (dimensions)?
    4. Maximum power requirement?
    5. Maximum price to produce?
    6. What gases or mixture of gases to detect?
    7. Range of detection - ppm to ppb to ppt?

    What is the desired truck weight measurement accuracy?
    How many years will the bridge load posting enforcement system be used after installation?

    Will the bridge owner provide the bridge load rating as an input parameter for the enforcement system?

  8. Available WIM systems and how to define low cost

    As we know there are available WIM based bridge load enforcement system. What is the reason that DoT does not use the current available ones, for the high cost? How much per system cost is defined as low cost for DoT?

  14. Will there be a difference between a capacity building phase and a full implementation phase?

    Will there be a difference between a capacity building phase and a full implementation phase? Are you all looking for research projects that simply identity the capability to implement the proposed project or are you looking for evidence that they project can me implemented (ready to go on day one of implementation)?

  15. Segmentation of Solutions for Bus Collisions

    Is there an interest in the desired prototypes to research solutions for different multi-modal environments and roadway variables. e.g. 2 way, 4 lane local boulevard, vs, express lane bus traffic at higher speeds and no intersections.

  16. Is it possible to utilize nanomaterials as a mechanism for detection and monitoring?

    We have an expertise in utilizing nanomaterials to detect and monitor damage/leaks and would like to use this as part of the project.

  17. Bus Collision Speeds Causing POV Fatalities

    Is data available in the reporting of fatalities that shows speed of the bus at impact, braking system on the bus and any other dynamics of the bus for the research (Type, model, weight, load at impact, maintenance, etc..)
