U.S. DOT FY 2022 Phase I Pre-Solicitation Q&A

This U.S. DOT Small Business Innovation Research (SBIR) Pre-solicitation Q&A Forum provides small businesses an opportunity to submit clarifying questions on the topics published in the U.S. DOT Fiscal Year (FY) 2022 Phase I Pre-Solicitation. Questions will be answered by the Technical Experts/Topic Authors at the U.S. DOT Operating Administrations during this period. Questions shall be limited to improving the understanding of a particular topic's requirements and should not share proposal ideas nor proprietary information.
 
The U.S. DOT’s FY 2022 Pre-Solicitation period is January 5, 2022 through February 2, 2022 at 5:00 pm Eastern Time (ET). Only questions posted within this period will be responded to.

How to Use the SBIR Pre-solicitation Q&A Forum:

Register : Anyone can view questions but registration is required if you wish to post a question and receive a notification when it is responded to.

  1. To create a new account or to sign in with an existing account please click on “sign in” located at the top right of the page .
  2. A new pop-up window will open to make a selection, you can use an existing Google or Facebook account to access the site or you might select to create a new account.
  3. If you choose to access UserVoice with an existing Google or Facebook account, you will be required to enter your login credentials for Google or Facebook and agree to terms of service
  4. If you need to create a new account, click "Create an Account" underneath the password box.
  5. In the next screen, type in the email and click "Verify Email".
  6. Navigate to your inbox and click the link within the email to verify. The link will be generated by noreply@trymagic.com.That link will be live for 20 minutes. Once that time elapses, you will have to request another one
  7. Navigate back to UserVoice, and you will need to provide your name, a password, and agree to terms of service and storage permissions. Click "Create Account".
Search: Browse the existing questions by category to find the topic you are interested in and to see if your question has already been addressed. If you see a question you are also interested in, you can add a vote to the question, or leave a comment.

Post: If your question has not already been posted, use the “Enter your idea” box to enter your question.

  1. Select the research topic your question is related to from the drop-down menu that appears when you begin typing.
  2. You may add more detail in the Description box (optional). Do NOT attach any files. The U.S. DOT shall not consider any submitted materials other than questions.
  3. Enter your email address.
  4. When finished, select “Post idea.” If you registered, you will be able to track responses to your post. Please include only one question or comment per post to help us keep the forum organized.
Please note, all comments will be public information. Potential offerors shall not include in the question(s) or comment(s) any information that they do not wish to be made public. Telephone inquiries or meeting requests will not be addressed and may be removed. The U.S. DOT shall not respond to requests for advice or guidance on any offeror’s solution to any SBIR topic and shall not consider any submitted materials other than questions.

  3. Does the solution need to solve all seizing problems?

    Since you want "safer, more efficient solution for unseizing traction motors on locomotives and includes a stand-alone proof
    of concept design" does the proposed solution need to be able to address all of the reasons that a traction motor may have seized in the first place? Or does it just need to ease the repair process onsite?

  4. Food Desert - Affordability of Healthy Food

    Is there a specific target range of what constitutes affordable healthy food for the current definition of low-income areas in food deserts? Given that each geographic area has different median incomes and a percentage of income targeted on food would be a factor.

  5. Fiber optics only

    The topic cites fiber optics. What about an alternative to fiber optics? Would using another form of wireless communication (e.g. Bluetooth, cellular, GPS, etc.) be allow? What distance is needed to measure between nodes? What cost target and size (or SWaP) per node is the topic looking for?

  6. Requirements to define blockchain architecture?

    Are there any requirements or need to define the blockchain type/architecture in the proposal or is a general comparable public blockchain (e.g. etherium) sufficient?

  7. Integrate with existing public transit digital infrastructure?

    Will this application be used to access/integrate with existing public transportation and parking digital infrastructure?For example, is it anticipated that this would integrate with existing parking, bus, and train ticketing/payment systems?

  8. Other blockchain-based systems use cases

    The topic combines a technology solution with a use case. Is the agency interested in other ideas for how blockchain-based systems might improve transportation and/or mobility, or should submissions focus on incentivization?

  9. Food Desert Availability

    What is the minimum availability (time windows and frequency) of transit to and from Desert areas to non-Desert areas that need to be supported by the solution and at what cost range to the person making the journey? Is it expected to be the same as any other public transit? Subsidized?

  10. Define a non-Desert for food

    Can you provide minimum examples of when a person in transit has left the desert and is now in close proximity to a sufficient source. e.g. Does a weekend Farmers Market qualify? Are we only to consider major Super Markets?

  12. Would you be more specific on the scope of this?

    Would big data and AI-enabled energy efficiency applications tailored specifically to the transportation(rail) industry fall under the same category as "Tools and Applications Towards Moving to Zero-Emissions"?

  13. Combined field prototype with Dilemma Zones

    Is there any restriction in utilizing the field prototype from AI Analysis of Dilemma zones to provide additional assessment of solutions proposed in this study and field pilot?

  14. Bus Incidents with non-POVs

    Is the study limited to solutions that only address POV collisions? While the statistics cite POV severity of accidents, would non-POV extensions to the solutions be of benefit to the study and proposed solutions?

  15. Defining the Conflict Zones

    The current videos from cameras do not depict an area for analysis (some type of marker) to identify the "Conflict Zone" under AI inspection. Is it implied that a method will be included in the implementation design to provide this information, or will that be provided in some manner by the local DOT?

  16. Definition and location of an Edge Server

    The boundaries of what is being defined as an Edge Server in an edge computing environment matter to reach the desired number of intersections and videos being processed. Is the intent to bound the definition to a single physical box? And is there a requirement as to where the server should be located?

    Is this project limited to one geographic location with one or more intersections or is there an option to compare it against other locations with different situational aspects relating to traffic systems and multi-modal patterns?

    For Locomotive-mounted Track Safety Assurance Systems, do these necessarily need to be continuously mounted systems, or could they work in tandem with the locomotive, such as radar or aerial systems?
