U.S. DOT FY 2022 Phase I Pre-Solicitation Q&A

This U.S. DOT Small Business Innovation Research (SBIR) Pre-solicitation Q&A Forum provides small businesses an opportunity to submit clarifying questions on the topics published in the U.S. DOT Fiscal Year (FY) 2022 Phase I Pre-Solicitation. Questions will be answered by the Technical Experts/Topic Authors at the U.S. DOT Operating Administrations during this period. Questions shall be limited to improving the understanding of a particular topic's requirements and should not share proposal ideas nor proprietary information.
 
The U.S. DOT’s FY 2022 Pre-Solicitation period is January 5, 2022 through February 2, 2022 at 5:00 pm Eastern Time (ET). Only questions posted within this period will be responded to.

How to Use the SBIR Pre-solicitation Q&A Forum:

Register : Anyone can view questions but registration is required if you wish to post a question and receive a notification when it is responded to.

  1. To create a new account or to sign in with an existing account please click on “sign in” located at the top right of the page .
  2. A new pop-up window will open to make a selection, you can use an existing Google or Facebook account to access the site or you might select to create a new account.
  3. If you choose to access UserVoice with an existing Google or Facebook account, you will be required to enter your login credentials for Google or Facebook and agree to terms of service
  4. If you need to create a new account, click "Create an Account" underneath the password box.
  5. In the next screen, type in the email and click "Verify Email".
  6. Navigate to your inbox and click the link within the email to verify. The link will be generated by noreply@trymagic.com.That link will be live for 20 minutes. Once that time elapses, you will have to request another one
  7. Navigate back to UserVoice, and you will need to provide your name, a password, and agree to terms of service and storage permissions. Click "Create Account".
Search: Browse the existing questions by category to find the topic you are interested in and to see if your question has already been addressed. If you see a question you are also interested in, you can add a vote to the question, or leave a comment.

Post: If your question has not already been posted, use the “Enter your idea” box to enter your question.

  1. Select the research topic your question is related to from the drop-down menu that appears when you begin typing.
  2. You may add more detail in the Description box (optional). Do NOT attach any files. The U.S. DOT shall not consider any submitted materials other than questions.
  3. Enter your email address.
  4. When finished, select “Post idea.” If you registered, you will be able to track responses to your post. Please include only one question or comment per post to help us keep the forum organized.
Please note, all comments will be public information. Potential offerors shall not include in the question(s) or comment(s) any information that they do not wish to be made public. Telephone inquiries or meeting requests will not be addressed and may be removed. The U.S. DOT shall not respond to requests for advice or guidance on any offeror’s solution to any SBIR topic and shall not consider any submitted materials other than questions.

  1. Is a two-tier system mandatory?

    Is it mandatory to propose a two-tier system as a solution? Very different competencies are required in the two tiers. If a proposal in the first tier for leakage detection is designed in such a way that conventional sealing measures are sufficient and well blowouts cannot occur, can a proposal for the second stage be omitted?

  2. 20 Percent False Positive

    The draft solicitation states "If the prototype deems successful in logging and classifying dilemma-zone-related trajectory conflicts at less than 20 percent false positive rate..." It would be helpful if a definition could be provided for what constitutes a false positive. For example, is it considered a false positive if an algorithm identifies a trajectory conflict between two vehicles, but the conflict is averted because one of the vehicles turns?

  4. What constitutes an Autonomous Vehicles? and What are detector requirements?

    What constitutes an Autonomous Vehicles?
    1. Truck?
    2. Car?
    3. Van?
    4. Boat?
    5. Ferry?
    6. Ship?
    7. Train car?
    8. Trolley or Subway car?
    9. Helicopter?
    10. Large Airplane?
    11. Small Airplane?

    And for each detector what are:
    1. Required maximum scan time?

  5. Off-Locomotive Communication

    The solicitation calls for a system capable of "Automatic data transfer via cellular, satellite, or other means not requiring human intervention". Is it the intent of the solicitation that the proposed solution should have its own means of providing off-locomotive communications independent of the existing locomotive data transfer capabilities?

  6. Existing Processing Resources are Implied

    ​​Given that this research project will "...develop an edge server-based AI application," but apparently not the edge computing platform, what assumptions can the offerors make about the resources of the edge computing platform? This is critical because artificial intelligence applications for video analysis generally require specialized Graphics Processing Units (GPUs) in addition to standard Central Processing Units (CPUs) found in business processing computers. Parallel algorithms applied simultaneously to multiple video sources will also require a number of GPUs that is proportional to the number of video sources (not necessarily one-for-one, but it should be obvious that the processing capabilities of…

  8. Device or model?

    Can I write the proposal on developing a model for concrete curing quantification? Should I must write the proposal for developing a device?

  9. Data format and transmission

    The topic mentioned “A system should be developed to collect the truck weight data and truck identification information, translate the data to a usable format for non-professionals, and be able to transmit the information offsite”. Does the "usable format" mean pounds, ton, etc.? Should the system determine the truck is overweight or not, or it should give how much pounds the truck is overweight? Is the data transmission using cellular system acceptable?

    Can clarification of scope be provided? Is the proof-of-concept report intended to focus on one technology? or the evaluation and selection process for multiple technologies?

  11. Speed limit and pavement

    What is the speed limit range at the bridge needing load posting enforcement? If needed by the enforcement system, may we lower the speed limit?
    What kind of pavement is at the end of the target bridge, PCC or AC? If it is AC pavement, may we install a section of PCC pavement for the system?

    Does the pavement conditions at the end of the bridge meet ASTM E1318-09 specifications?

  14. Available WIM systems and how to define low cost

    As we know there are available WIM based bridge load enforcement system. What is the reason that DoT does not use the current available ones, for the high cost? How much per system cost is defined as low cost for DoT?

  15. What data sources are available with such data to be reviewed?

    Data sharing agreements would be beneficial to conduct an analysis. Availability of all data should be considered in order to support RBDM and Data Supported Decision Making.

  16. Software and informational resources only, or can this include hardware?

    Does this topic seek to pilot only software and informational resources, or can the “technological solutions” also include the implementation of hardware in order to, for example, provide a first-mile/last-mile connection to public transit, or to access grocery stores directly?

    An app or software tool can be useful for those within the service area of public transit, but if there is a first-mile/last-mile problem, or no existing transportation option to get them to the grocery store, software tools alone cannot help them.

  17. Dilemma Zone detection with multiple technologies

    Radar, Lidar and Video imaging have made huge strides in the past few years - I think this topic should be open to other technologies or fusion of other technologies. The pre-selection of video, or video only appears too narrow and not in tune with recent advances in the field. I suggest keeping the theme, but broadening the allowable approach.

  18. Can the proposed innovation be simply to provide leak detection or must it also contain a well control solution?

    Leak detection and well control represent two very different technologies and our company does not cover both. We unfortunately don't have a partner for well control - so would it be of interest for us to propose our novel leak detection technology by itself?
