U.S. DOT FY 2024.1 Phase I Pre-Solicitation Q&A

This U.S. DOT Small Business Innovation Research (SBIR) Pre-solicitation Q&A Forum provides small businesses an opportunity to submit clarifying questions on the topics published in the U.S. DOT Fiscal Year (FY) 2024.1 Phase I Pre-Solicitation. Questions will be answered by the Technical Experts/Topic Authors at the U.S.DOT Operating Administrations during this period. Questions shall be limited to improving the understanding of a particular topic's requirements and should not share proposal ideas nor proprietary information.

The U.S. DOT’s FY 2024.1 Pre-Solicitation period is January 4,2024, through February 6, 2024, at 5:00 pm Eastern Time (ET). Only questions posted within this period will be responded to.

How to Use the SBIR Pre-solicitation Q&A Forum:

Register: Anyone can view questions but registration is required if you wish to post a question and receive a notification when it is responded to.

  1. To create a new account or to sign in with an existing account please click on “sign in” located at the top right of the page.
  2. A new pop-up window will open to make a selection, you can use an existing Google or Facebook account to access the site or you might select to create a new account.
  3. If you choose to access UserVoice with an existing Google or Facebook account, you will be required to enter your login credentials for Google or Facebook and agree to terms of service.
  4. If you need to create a new account, click "Create an Account" underneath the password box.
  5. In the next screen, type in the e-mail and click "Verify E-mail".
  6. Navigate to your inbox and click the link within the e-mail to verify. The link will be generated by noreply@trymagic.com
  7. That link will be live for 20 minutes. Once that time elapses, you will have to request another one.
  8. Navigate back to UserVoice, and you will need to provide your name, a password, and agree to terms of service and storage permissions. Click "Create Account".
Search: Browse the existing questions by category to find the topic you are interested in and to see if your question has already been addressed. If you see a question you are also interested in ,you can add a vote to the question, or leave a comment.

Post: If your question has not already been posted, use the “Enter your idea” box at the top of the page to enter your question.

  1. Select the research topic your question is related to from the drop-down menu that appears when you begin typing.
  2. You may add more detail in the Description box(optional). Do NOT attach any files. The U.S. DOT shall not consider any submitted materials other than questions.
  3. Enter your e-mail address and password.
  4. When finished, select “Post idea.” If you registered, you will be able to track responses to your post. Please include only one question or comment per post to help us keep the forum organized.
Please note, all comments will be public information. Potential offerors shall not include in the question(s) or comment(s) any information that they do not wish to be made public. Telephone inquiries or meeting requests will not be addressed and may be removed. The U.S. DOT shall not respond to requests for advice or guidance on any offeror’s solution to any SBIR topic, and shall not consider any submitted materials other than questions.

  1. 24:1 CMV Trailer Stability Sensor

    The Topic talks about recording data to an internal memory source, would that be a High reliability, non-erasable source, or is this meant more for engineering/maintenance analysis and 99% reliability and rewrite is acceptable?

    The topic talks about notifying the driver, is notification through the CANBUS the only acceptable way? Can we use other methods, such as SMS Text?
    The topic talks about measuring sway and lean. Are we allowed to have multiple sensors on the trailer?

    Can we tap trailer electrical for power, or are we expected to be self powered at all time? Can we generate power internally…

  2. Would each proposal be expected to cover the full range of failure points?

    Would a proposal focused on a particular broad class of failure points that only covers a subset of likely major failure points be in scope and of sufficient interest, or would you prefer proposals for technologies capable of mitigating the full range of likely failure points?

  3. External Computer Vision

    Is SBIR interested in V2X solutions for 24-NH1, or are these algorithms specific to internal vehicle processes? We provide AI/ML solutions for infrastructure and could potentially push surrounding vehicle and VRU data to connected vehicles, but as written this section appears to be intended as algorithm development specific to onboard computers.

  4. What are the acceptable "transit agencies" that can participate in Phase I?

    24-FT2: Mitigation of Cybersecurity Failures "requires working with a transit agency" to collect data and analyze the most common failure points.

    There are many, many organizations that could claim to be a "transit agency." What is considered a valid "transit agency" for this topic (for 24-FT2: Mitigation of Cybersecurity Failures)?

    There are non-transit agency organizations such as CharIN (https://www.charin.global/) that are working with National Labs to catalog and classify "the most common [cybersecurity] failure points;" however, this organization is not a "transit agency."

  5. Can separate and different co-located hazardous materials placards be proposed for redundancy?

    The overall solution should identify or propose a readily available tool, technology, or material to improve the survivability of placards on rail tank cars or other motor vehicles that were involved in a hazardous material incident or withstand environmental damage without compromising or degrading safety. For the survivability of pertinent information it seems redundant hazardous materials placards on the bulk package would be helpful. The primary placard might be engulfed in flames but a secondary one may be accessible to first responders arriving on the scene.

  8. Driver Input for trailer load and tractor information?

    Would some driver input such as typing in the trailer load or selecting the type of tractor (make/model/year) be allowable? Inputs such as these could be helpful for determining suspension deflection versus expected values under the given loading.

  9. Can each path through the turnout be reported-on separately?

    As there are two paths through a turnout, there will need to be two separate passes with the trolley to capture each path. Is it acceptable to report the condition of each path separately or is there a need to somehow to combine the two paths into a single data-set? Combining the two paths will certainly increase the difficulty of the proposed project.

  10. Can the 50lbs weight limit be accomplished by dividing the inspection system into 2 parts?

    For example, would it be acceptable to have a cart portion that is 50lbs or less and a separate sensor and computing package that is 50lbs or less and the user connects the two pieces once onsite?

  12. Vulnerability assessment for operators and passengers (both in transit and processes)

    What is the scope of the cybersecurity issue? Cybersecurity threats to the operator and passenger during transactions between the two, or during actual transit (when boarding or exiting) might introduce a long-term, ongoing threat to both.

  14. Does the expected technology need to possess either sound modulators or fiber optics?

    Just for clarification, does the expected technology need to possess either sound modulators or fiber optics? We are assuming these to be examples that the proposed solution is not limited to.

    "The proposed solution is expected to use technology such as high frequency sound modulators or metrology in fiber optics coupled with software to rapidly identify defects."

    The topic description says in general "Placards are often subjected to harsh conditions during transportation, including exposure to weather elements, chemical exposure, and physical damage". But then, in the specific description of the desired solution, only one environmental factor is mentioned: "The overall solution . . . must be able to survive high excessive heat". Is excess heat the most important factor in evaluating a solution, and is there a quantitative criteria anticipated for the final solicitation? (e.g. temperature and time of exposure)

    Will the awardee for Phase I have access to test drives in FMCSA-owned vehicles to understand specific/additional details about the kind of vehicle forces/driver behavior that DOT is interested in monitoring?

  18. Proposer's skillset

    Is the proposer expected to already have a relevant product that will be adapted to this use case? OR is the DOT open to consider applications from companies that have experience in the core technologies involved in measuring and analyzing accelerometer/gyro signals?

  19. Can you please further describe and clarify the distinction between the device and the product noted in the 24-FH2 topic?

    It is not entirely clear how the final solution developed at the end of Phase II would be a product as opposed to a device. Do you mean that the final deliverable would be the approach to create the carbonated RCA product using existing devices (or slightly modified devices) as opposed to developing a new device? "this SBIR topic seeks to create a device to carbonate RCA or a product of carbonated RCA that could be implemented in a field concrete transportation infrastructure mixture."

  20. 24-NH6: Should we be expected to come with a pre-existing solution (e.g. design)?

    Does the Phase I allow us to do research and associated investigation into optimal solutions?

    Or are applicants expected to bring pre-existing designs for this problem?
