Focus of the decision support tool?
If the proposed the decision support tool for this project is focused on a particular data element listed in Table 2 of Appendix A, like on-street curb management, would that be a broad enough scope for this project given the multimodal nature of managing curbs safely and effectively?

The goal of Phase I is to demonstrate the potential of novel data generation and processing methods to produce useful content for proposed Complete Streets analysis capabilities. The inclusion of as many data elements as practicable is desired, given the parameters of the performance period and funding for each phase. The U.S. DOT does expect Offerors to build a software solution until Phase II.
