An error occurred while saving the comment Nothing in the Challenge rules prohibits a participant from filing
a provisional or nonprovisional patent application on any
inventions embodied in their submission. It should
be noted that in accordance with the Challenge agreement, all
participants have agreed to license the U.S. Department of
Transportation the right to publicize participant’s submission in
any media, worldwide, including the right to copy, distribute,
publicly display and publicly perform any copyrighted parts of a
participant’s submission, including software. -

Yes, this is allowed, but it is suggested that all parties in the affected teams be fully aware of these different roles/relationships.
