A: There is no restriction. The fixation design and the interconnection design between modular components shall create a damping system to effectively absorb and distribute the vehicle impact loads to the as many connected modular blocks as possible.

Depending on the type of material used to make the lane dividers, different standard tests may be applicable:
ASTM C39: Standard test for determining the compressive strength of concrete cylinders.
ASTM D695: Standard test for determining the compressive strength of plastics and fiber composites.
ASTM C170: Standard test for determining the compressive strength of dimension stone.ASTM C78: Standard test for determining the flexural strength of concrete.
ASTM D790: Standard test for determining the flextural strength of plastic. -

The modular lane dividers will be installed mostly on concrete and asphalt concrete pavement surfaces. However, the roadway/intersection surface where this modular lane dividers may be applied may be made of stone or brick pavers.
The above ground portion of the Dutch Turbo Roundabout Lane dividers, i.e. Fig. 15 and Fig. 16 in document https://safety.fhwa.dot.gov/intersection/roundabouts/fhwasa19027.pdf may be used as reference. The intent of the lane divider is to discourage small vehicles to do lane crossing (make it uncomfortable but not unsafe) while not causing damage to large vehicles if they have to so do. The cross-sectional shape and the height, width, and length of the lane divider, and the tie down design are interrelated. The Government is looking for the offeror to come up with a design that provide both functionality and durability.
