    During this pre-solicitation period, the agency is only receiving technical questions concerning proposed research topics. No submissions are accepted at this time . Please note that the phase I solicitation is tentatively scheduled to open on February 8, 2024.     While the USDOT is not modifying the existing SBIR or creating new SBIR opportunities through this USERVOICE platform, we thank you for your comments and concerns. We are currently seeking clarifying questions about the topic to assist potential offerors. While this SBIR topic does not exclude health information and special needs considerations, they are not specific parameters to be addressed.
