    IFC is critical as the American Association of State Highway and Transportation Officials (AASHTO) has adopted the IFC Schema as the national standard for AASHTO States and is a "Principle Member" of BuildingSMART. It may take further deployment efforts before a majority of designs are exported in IFC, yet model as the legal document (MALD) projects are already being deployed. See links below.

    Not knowing the capability or cost of those two products (or others), the proposed solution should be open standards based (IFC, OGC), operate on devices that field staff already have, and be able to pass information and as-built data on to subsequent steps in the asset life cycle.

    Construction project management and inspection field staff (agency, CEI, contractor, specialty subcontractors), third party permitting staff, utilities staff, etc.

    With model as the legal document (MALD), there may be specific plan sheets printed by the owner agency, but primarily these projects will not have paper plans delivered. Those who would normally see or use plans after final design, may not have licenses to view the plans in the design/authoring software; and even if they did, field staff shouldn’t need to learn design/authoring software to access and use the models to do their jobs.
