What should the requested software do that existing tools such as MeshLab or Open IFC Viewer don’t?

Not knowing the capability or cost of those two products (or others), the proposed solution should be open standards based (IFC, OGC), operate on devices that field staff already have, and be able to pass information and as-built data on to subsequent steps in the asset life cycle.
