Mainly, 2) Hardware-in-the-loop simulation testing is required in Phase I to demonstrate the feasibility of the architecture, critical components, and evaluate the benefits in traffic congestion mitigation under different scenarios. Virtual-only simulation may be acceptable where the proposed architecture is purely software- or firmware-based; however, the selected simulation approach should still credibly demonstrate system functionality and performance under representative conditions consistent with the Phase I objectives.

The designed system in Phase I shall satisfy all the privacy and data protection standards and regulation when they apply. some proven commercial-off-the-shelf products may be considered and proposed in Phase I.

This project focuses on vehicle-oriented events and the relevant traffic congestion mitigation. VRU may be considered in proper context in Phase II, but it is not the focus of this project in Phase I.

There is not preferred scope. The proposers are encouraged to explore the best format fitting the proposed integrative system. Any advisories delivered from the system to the users requiring human interpretation and responses will be considered in the scope. These may include, but are not limited to, text-based messages, visual displays, voice prompts, in-vehicle dashboard or onboard unit (OBU) interfaces, and mobile-device-based notifications. Integration with consumer-facing mobile or vehicle interface platforms may also be considered within scope if such integration supports the proposed concept and enhances advisory delivery effectiveness. Proposals should clearly describe the intended advisory delivery methods and how they support usability, safety, and timely driver response.

Human subject testing is not typically conducted during Phase I because it would require an IRB review. Accomplishing both of these within the timeframe of the six (6) month performance period of Phase I is not often tenable. Therefore, human subject designs and protocols rather than testing are usually included in Phase I proposals.
The topic description will be updated to clarify that actual testing is expected to take place during Phase II.
While the proposed approach is innovative, there are significant concerns regarding its feasibility for field implementation within the Phase II timeline. To be considered, the proposal must provide a concrete, high-confidence plan demonstrating how field deployment will be achieved.
