    It is incumbent on the offeror to take responsibility for partnering with state and local agencies for field test and implementation. If an offer is recommended for award, DOT may be able to support partnering efforts proposed.

    Proper V2X communication technologies that can deliver advisory messages to the drivers are considered responsive. Developing innovative communication technologies is not the priority of this topic. The SBIR applicants can adopt existing secure and commercial-off-the-shelf (COTS) products.

Archived historical data sources, which can be readily substituted by real-time data feeds, may be used for the test.

    SBIR applicants are encouraged to leverage legacy data but are free to incorporate any other accessible data sources they deem necessary to support the success of the project in Phase II. Phase II requires system integration and implementation of the architecture design, utilizing live field traffic data deployed in the region(s) of selected partnering state or local agencies.

    The commitment is expected in the proposal of Phase II. It is sufficient to identify candidate state or local transportation agencies and document a plan of engagement with a Letter of Intent or MOU at Phase I.
