While the proposed approach is innovative, there are significant concerns regarding its feasibility for field implementation within the Phase II timeline. To be considered, the proposal must provide a concrete, high-confidence plan demonstrating how field deployment will be achieved.

Please refer to the response to "Hardware-in-the-loop testbed expectations". Mainly, 2) Hardware-in-the-loop simulation testing is required in Phase I to demonstrate the feasibility of the architecture, critical components, and evaluate the benefits in traffic congestion mitigation under different scenarios. Virtual-only simulation may be acceptable where the proposed architecture is purely software- or firmware-based; however, the selected simulation approach should still credibly demonstrate system functionality and performance under representative conditions consistent with the Phase I objectives.

Offerors are encouraged to leverage legacy data but are free to incorporate any other accessible data sources they deem necessary and support Phase II implementation.

C-V2X is considered as the baseline and DSCR is not preferred unless with strong justification.

    1) There is no preferred hardware-in-the-loop (HIL) testbed specified for Phase I. The proposers are encouraged to use the best testbed fitting the proposed integrative design.

The designed system in Phase I shall satisfy all the privacy and data protection standards and regulation when they apply. some proven commercial-off-the-shelf products may be considered and proposed in Phase I.

This project focuses on vehicle-oriented events and the relevant traffic congestion mitigation. VRU may be considered in proper context in Phase II, but it is not the focus of this project in Phase I.

There is no preferred congestion type. Proposals should demonstrate a technically sound and scalable approach for handling congestion mitigation in a local area. Proposers are encouraged to choose congestion type (s) to address with their innovative systems.

There are no preferred baselines or units. Proposers are encouraged to propose and adopt most proper benefit-cost analysis to determine if it is a sound investment and 2) see how it compares with alternate projects including doing nothing. The proposer may refer to this reference: https://ops.fhwa.dot.gov/plan4ops/focus_areas/analysis_p_measure/benefit_cost_analysis.htm

There is no preferred threshold. Proposers are encouraged to utilize a reasonable number of discrete benchmarks that effectively illustrate the designed system's functionality and applicability in the selected deployment environment. Proposers may assume that increasing CV *********** rates in the future would further improve system performance and accuracy.

There is not preferred scope. The proposers are encouraged to explore the best format fitting the proposed integrative system. Any advisories delivered from the system to the users requiring human interpretation and responses will be considered in the scope. These may include, but are not limited to, text-based messages, visual displays, voice prompts, in-vehicle dashboard or onboard unit (OBU) interfaces, and mobile-device-based notifications. Integration with consumer-facing mobile or vehicle interface platforms may also be considered within scope if such integration supports the proposed concept and enhances advisory delivery effectiveness. Proposals should clearly describe the intended advisory delivery methods and how they support usability, safety, and timely driver response.

There is no minimum spatial coverage set. The proposers are encouraged to choose the dynamic or static spatial scope best fitting the capability of the designed system, achieving project objectives in preventing or mitigating congestion in a local or regional area, encompassing multiple intersections and roadways.

The proposers may propose the state or local agency with which they intend to collaborate for access to live traffic data and support for system demonstration activities. The proposer is generally expected to establish and coordinate these partnerships directly as part of the proposed Phase II approach. If necessary USDOT will assist in facilitating or brokering access to relevant agency data sources.

There is no preference for one-way or two-way broadcast architecture. Offerors are encouraged to select the communication architecture that best supports the proposed congestion mitigation approach, with emphasis on effectively disseminating operational advisories to reduce local congestion and prevent its propagation to surrounding areas.

There is no stated preference among specific technologies. The choice is left to the proposer; selection should be based on considerations such as cost, latency, security, scalability, and expected users. Proposals that utilize novel or proprietary communication approaches may be considered responsive, provided within budget, having strong justification, and presenting great potential to find government partners in Phase II.

Human subject testing is not typically conducted during Phase I because it would require an IRB review. Accomplishing both of these within the timeframe of the six (6) month performance period of Phase I is not often tenable. Therefore, human subject designs and protocols rather than testing are usually included in Phase I proposals.
The topic description will be updated to clarify that actual testing is expected to take place during Phase II.
