With all of the COVID-19 concerns, are there discussions to adjust the July 20 2020 deadline for PTASP certification?
FTA has issued a Notice of Enforcement Discretion (https://bit.ly/35huDs9) effectively extending the PTASP compliance deadline from July 20, 2020 to December 31, 2020. FTA will refrain from taking any enforcement actions against FTA recipients and subrecipients that are unable to certify that they have established a compliant Agency Safety Plan (ASP) until January 1, 2021. FTA expects affected recipients and subrecipients to continue to work toward meeting the July 20, 2020 effective date to the extent practical under the current circumstances caused by the COVID-19 public health emergency. During this period, the PTASP Technical Assistance Center (https://bit.ly/2zFe1P3) will remain available to meet the PTASP technical assistance needs of States and transit agencies.
Please submit all general questions related to the COVID-19 Emergency to FTAresponse@dot.gov. Requests for temporary relief from PTASP and other FTA requirements during this National Emergency should be submitted to the FTA’s 2020 Emergency Relief Docket (https://bit.ly/349RXYl).(Edited by admin)

I am the CSO / SMS Executive in charge of our ASP and our state, Texas, and city, Laredo, have both declared a state of emergency. Meetings have been postponed or canceled and it is difficult to meet with senior management due to all the emergency action plans that have been activated. We were also wondering if FTA will postpone PTASP certification?

I am one of the principle writers for our PTASP and I have been pulled into our city's emergency management office to help with response to COVID-19. This is just one example of how our priorities/resources to develop the PTASP have changed.
