An error occurred while saving the comment In the future, transit agencies will certify that they (and any subrecipients) have complied with the PTASP regulation when they complete the FY Certifications and Assurances in the Transit Award Management System (TrAMS) at the same time they make all of their other FY Certifications and Assurances each year.
Regarding the annual review timeline, FTA is deferring to transit agencies to determine the timelines and milestones for the annual ASP reviews and update process. The PTASP regulation requires a review to take place annually – anytime within the year after the ASP was approved and each year thereafter.

Per 49 CFR § 673.13(b), recipients must annually certify their compliance with the PTASP regulation. Direct recipients of Section 5307 funds must certify compliance each year for themselves and any applicable 5307 subrecipients by submitting the Annual List of Certifications and Assurances for FTA Grants and Cooperative Agreements (https://bit.ly/3stVYnI) in the Transit Award Management System (TrAMS). Agencies can complete this certification any time before TrAMS closes out for the FTA fiscal year.
