Does this mean that where the data is processed is left to the discretion of the DoT or the proposer?

For this effort, the intent is something akin to a 'tech demo,' and as such, respondents need not be burdened with collection of sensor data, if such data can be obtained (or is already possessed) pre-recorded, with permission to use in such an R&D application. As such, the decision of whether to use data that is real-time, pre-recorded, or both, and the decision of where in the data pipeline to process such data, is at the discretion of the respondent.
