    To answer the second part of your question, it would be advisable to check with the FCC or refer to railroad standards. The FRA does not license the radio spectrums. Available information indicates that the railroads may use unlicensed Industrial, Scientific, and Medical Bands as well as licensed bands in the 450-570 MHz range. As mentioned in the topic description, working with a railroad partner would be a great way to navigate multi-agency regulatory challenges.

    The project was never imagined to allow for more than two units. It would be extremely difficult, if not impossible, to implement a system that requires more devices than the current industry practice.

    FRA Program Managers believe that HOT/EOT devices transmit information such as air pressure, battery life, communication status, emergency brake requests, and location; although this may be an incomplete or inaccurate list. It would be important that the solicitor partner with experts in the field, such as railroads, to ensure technical knowledge and abilities are sufficient to successfully complete the project.     Federal Requirements for inspection, testing and maintenance can be found under "Two-Way EOT" sections of Title 49 CFR Part 232 Subpart E. AAR and Railroads may have more restrictive requirements.
