Live traffic data access mechanism
For Phase II, "at least one state or local agency committed to provide access to their live traffic data" is required. Does DOT facilitate or broker this access, or is the proposer responsible for arranging it directly? Are there national programs (e.g., USDOT ITS Data Hub, RITIS) that could substitute for direct agency partnerships?

SBIR Applicants may propose the state or local agency with which they intend to collaborate for access to live traffic data and support for system demonstration activities. It is incumbent on the offeror to take responsibility for partnering with state and local agencies as part of the proposed Phase II approach. If an offer is recommended for award, DOT may be able to support partnering efforts, and assist in facilitating or brokering access to relevant agency data sources.
