    I am assuming that your question is whether the Complete Trip is meant to refer to a traveler requiring assistance in through their entire trip. If I am correctly assuming, I would say this: paratransit services (as mandated by the ADA, for example) are a form of public transportation. So, to the extent that a tool could be developed that may address challenges facing a person using paratransit, it would be in line with our hope.
