Some commercial transportation safety data may come from owned fleets, partner fleets, controlled pilots, or voluntary/licensed data contributions. It would be helpful to clarify whether 26-OS1 is focused on the quality, privacy protection, and safety relevance of the data source, or whether vehicle ownership by the proposing small business is required.
