Also, what are agency expectations around adherence to previous work and studies listed in the References e.g "Mobility Data – Standards and Specifications for Interoperability (FTA/CUTR Project)"

The Government cannot provide specific guidance on proposal strategy. It will be the offeror's responsibility to propose the solution that best meets requirements within the solicitation
