Hardware-in-the-loop testbed expectations
Phase I requires hardware-in-the-loop simulation testing. Are commercial HIL platforms (e.g., dSPACE, NI VeriStand, CARLA + ROS2) acceptable, or does DOT have a preferred testbed? Is virtual-only simulation acceptable in cases where the architecture is purely software / firmware, or is physical hardware integration required for Phase I?

There is no preferred hardware-in-the-loop (HIL) testbed specified for Phase I. SBIR Applicants are encouraged to use the best testbed fitting the proposed integrative design.
Hardware-in-the-loop simulation testing is required in Phase I to demonstrate the feasibility of the architecture, critical components, and evaluate the benefits in traffic congestion mitigation under different scenarios. However, full test is not required. Virtual-only simulation may be acceptable where the proposed architecture is purely software- or firmware-based; however, the selected simulation approach should still credibly demonstrate system functionality and performance under representative conditions consistent with the Phase I objectives.
