The project is intended to fully leverage existing infrastructure. Thus, it does not encourage deployment of new infrastructure unless with strong justification, within the budget, and interoperating with existing legacy data.

The designed system should consider relevant cybersecurity standards whenever they apply. Existing communication products satisfying relevant cybersecurity standards are preferred. However, cybersecurity tests are not expected in Phase I budget.
The commitment is expected in the proposal of Phase II. The A Letter of Intent or MOU at Phase I proposal time is sufficient.
