Is any hazard mitigation system that results in service and cost improvements to the operating railroad of interest?
The description mentions a gap in identifying and managing “emerging hazards”. If this is the main goal, can you define these more clearly?

No, this SBIR is focused on geo-hazards of a general nature, not "all" potential emerging hazards. Geo hazards are defined in the statement of the SBIR to the extent that the hazards of your question are geo-hazards. The answer to both could be yes, emerging and mitigating existing hazards. Systems that result in service and costs improvements of of interest to railroads. A partner RR would be of benefit for this solicitation.
