SBIR Applicants are encouraged to leverage legacy data but are free to incorporate any other accessible data sources they deem necessary and support Phase II implementation.

Phase I does not require live data testing for the proposed system. Archived historical data sources, which can be readily substituted by real-time data feeds, may be used for the test.
