Do we need to build a new vehicle with a crash attenuator equipped with the detection array?
Or should we develop a modular detection system that mounts onto existing freeway crash attenuator vehicles?

The phase 1 study should focus on the catch basin inspection itself. Once inventors come up with a successful prototype, the means for deployment may become apparent.
