HIL Testbed requirments clarification
The topic requires hardware-in-the-loop testing. For a proposer whose Phase I architecture includes both hardware (RSU with embedded firmware) and software (TMS platform), is a bench-level HIL testbed — consisting of the embedded hardware prototype connected to the TMS software processing archived traffic data — sufficient to satisfy the HIL requirement, without requiring a field-deployed corridor?

There is no preferred hardware-in-the-loop (HIL) testbed specified for Phase I. SBIR Applicants are encouraged to use the best testbed fitting the proposed integrative design.
Hardware-in-the-loop simulation testing is required in Phase I to demonstrate the feasibility of the architecture, critical components, and evaluate the benefits in traffic congestion mitigation under different scenarios. However, full test is not required. Virtual-only simulation may be acceptable where the proposed architecture is purely software- or firmware-based; however, the selected simulation approach should still credibly demonstrate system functionality and performance under representative conditions consistent with the Phase I objectives.
