For Phase II field testing, would a partnership with a metropolitan transit authority satisfy the requirement for a committed state or local agency partner?

SBIR Applicants may propose the state or local agency with which they intend to collaborate for access to live traffic data and support for system demonstration activities. It is incumbent on the offeror to take responsibility for partnering with state and local agencies as part of the proposed Phase II approach.
