It’s noted that NHTSA, FHA, FAA, etc. have had success with similar systems. Why haven’t these systems been adapted for this use case?

Is there an inherent challenge of this use case that makes those systems unsuitable?

    Primarily due to the actions and inputs an engineer/conductor/etc would use versus a driver of a car or pilot of a plane.
