We don't intend to prioritize user groups in this way. Rather, we are interested in learning how proposers believe they can design a system to address the barriers facing various users across the Complete Trip.

Trip planning is one element of the Complete Trip as noted in the draft solicitation. We look forward to seeing how proposals would address the various barriers facing travelers at various steps in the Complete Trip.

We consider the "Complete Trip" to explicitly involve the pedestrian pathway, as noted in the solicitation. We expect proposals to identify the extent to which, and how, they can create a system to address barriers at each step in the Complete Trip.
